The Chairperson

NHRC

New Delhi.

Sir,

Greetings from PVCHR.

Please refer to the news paper report in the link: http://economictimes.indiatimes.com/news/politics/nation/delhi-govt-health-scheme-leaves-775-kids-dead/articleshow/8931918.cms

Quoting an RTI reply, the report (The Times of India, 21st June, New Delhi) says that as many as 775 children and 8 pregnant women enrolled in the Integrated Child Development Scheme (ICDS) under the Delhi government died last year.

The report also quoted an ICDS official saying that "In 2009, seven pregnant women and 882 children enrolled with ICDS died".

The report also quoted Mr Rajiv Kale, Director, Department of Women and Child Development admitting death 1% of children.

Sir, the death every single child is a matter of concern for the society. The ICDS scheme is geared to provide basic health and improve nutritional deficiencies among the poor and mostly marginal section of the society. The data of death of last two years are extremely high and are unacceptable in any society. ICDS is a well designed and well invested scheme of the government. The Government of Delhi has often taken pride in showcasing the effective implementation of the programme.

In this background, Sir, on behalf of PVCHR, I request NHRC to investigate the causes of these deaths in successive years. The Commission should also direct the state to  compensate the families whose children have died due to the failure of the scheme.

With regards,

Dr. Mohanlal Panda
