Sir,
The Complaint dated 12/07/2011 was placed before the Commission on 13/07/2011. Upon perusing the complaint, the Commission directed as follows: "The complainant in his e-mail complaint dated 12.07.2011 enclosing a newspaper report has alleged the killing of a minor girl by the police of Chhattisgarh on 06.07.2011. The news report states that around 50 families of Karcha Village in Surguja District are in a state of shock since 6th July, when police fired two bullets into a minor girl, Meena Khalko, age 16 years. Due to the incident both father and mother of the victim are terrorized and are planning to flee the village. The complainant has prayed for appropriate action. The Director General of Police, Chhattisgarh, District Magistrate, Surguja, Chhattisgarh and Superintendent of Police, Surguja, Chhattisgarh are directed to take appropriate action with regard to the investigation of the case as per guidelines laid down by the Commission in its letter dated 12th May, 2010 of the Acting Chairperson, NHRC to the Chief Ministers of all the States. The inquest report, magisterial enquiry report, post-mortem report and report of independent investigation be submitted to the Commission within eight weeks. The Superintendent of Police, Surguja, Chhattisgarh also be asked to explain as to why the intimation regarding the death in the police action was not reported to the Commission within 48 hours in the prescribed format. A copy of the Commission's letter dated 12th May 2010 be sent for their ready reference." 2. Accordingly, I am forwarding herewith a copy of the complaint for taking appropriate action in the matter as per the directions of the Commission. It is requested that an Action Taken Report be sent to the Commission within  from the date of reciept of this letter.
