Direction issued by the Commission The Commission received a communication dated 10/2/2012 sent by Shri Damodar Sarangi, Special Rapporteur, NHRC, relating to the death of several persons due to the consumption of spurious liquor. It has been stated that such tragedies are recurring at regular intervals due to shortcomings on the part of the Government. The Special Rapporteur has requested proper enquiry into the matter and punitive action against the accused, preventive measures against such fatal incidents, adequate medical aid to the victims and rehabilitation of the families of the deceased. The Commission vide proceedings dated 22/11/13, transmitted the report received from the State authorities to the complainants for their comments. DM and Collector, Khurda, has submitted the report mentioning the steps taken by the District Administration regarding the death of persons due to consumption of alcoholic substance as well as assistance provided to the families of 18 persons who had died in Khurda District. The Commissioner of Police, Bhubneswar has submitted a report that charge sheet in the criminal cases against the 14 accused had been filed. No comments have been from the Special Rapporteur or the families of the victims. In view of the aforesaid circumstances, no further intervention by the Commission is required. The case is closed.
